Does School Discipline Translate To Better Academic Performance?

(Video from https://www.youtube.com/watch?v=_w1b-8FV2qI CBS News)

Charter schools in the Chicago area have been scrutinized lately over their disciplinary policies. According to an article in the Chicago Tribune (CPS: Expulsion Rate Higher At Charter Schools), charter schools suspend students at their schools at a higher rate than the Chicago Public School system. The information which is based on CPS data revealed that charters expelled 61 of every 10,000 students while the district-run schools expelled just 5 of every 10,000 students.  Some believe that the discipline policy is one of the reasons that Charter schools are better than CPS. This may not be the case as demonstrated by a study at the University of Indiana, The Academic Cost of Discipline: The Relationship Between Suspension/Expulsion and School Achievement , there is a negative relationship between suspension and expulsion and academic performance.
